Collegiate Delegate Program (CDP)

Empowering Future Leaders through the Collegiate Delegate Program

The Collegiate Delegate Program (CDP) provides an exceptional opportunity for OPSU students to develop their leadership skills while making a meaningful impact in their community.

Participants will engage directly with TCEC’s Board of Directors, leadership team, and employees through interactive experiences designed to inspire and educate.

As Collegiate Delegates, students will champion the cooperative business model and serve as advocates for its values and principles.

Delegate Qualifications

  • Interest in operations, business administration, marketing, technology, finance, etc.
  • Individuals who are natural-born leaders, who are willing to step up and take initiative
  • Those with an enthusiastic, team-oriented personality
  • Students must:
    • provide their own transportation to and from TCEC
    • have a valid driver’s license
    • be eligible to work in the United States
    • be enrolled at OPSU as a Junior or Senior

Program Specifics

  • Delegates will attend a combination of TCEC board meetings and other educational sessions.  Educational sessions at TCEC are designed to be hands-on experiences with TCEC employees and departments.
    • If needed, delegates may miss one meeting per semester.  The December board meeting is optional, which can be used as a “make up” day if others are missed.
    • Meetings are typically held on the fourth Friday of the month from 10 a.m. until approximately 1 p.m., with lunch included. Some meeting dates vary as indicated under ‘Important Dates.’
  • Delegates will receive a $100 stipend following attendance at each board meeting or educational session. Additionally, delegates will be reimbursed for mileage at the IRS standard mileage rate from Goodwell to Hooker.
  • Delegates will receive a $2000 scholarship upon successful completion of the program.  Payments of $1000 will be sent to OPSU at the completion of the fall and spring semesters.

Participation Requirements

  • Complete the following to be eligible for the scholarship:
    • Attend all board meetings, educational sessions and events as listed under ‘Important Dates’ with no more than one absence per semester. Optional meetings can be used to make up for any meeting absences.
    • Make a presentation to the Board of Trustees and TCEC leadership team.
    • Attend the Annual Meeting either at the TCEC facility or a satellite location.
  • Applications must be received by March 15, 2026, for the 2026-2027 term.
  • Members of the immediate families and/or persons residing in the households of cooperative trustees and/or employees of TCEC are not eligible to participate in the program.

  • Annual Meeting -September 24, 2026
  • Delegate Orientation Part 2 & Board Meeting – September 25, 2026, 9 a.m.
  • Educational Session – October 23, 2026, 10 a.m.
  • Board Meeting – November 20, 2026, 10 a.m.
  • Board Meeting – December 18, 2026, 10 a.m. (OPTIONAL)
  • *Educational Session -January 22, 2027, 10 a.m.
  • *Board Meeting -February 26, 2027, 10 a.m.
  • *Educational Session – March 26, 2027, 10 a.m.
  • *Board Meeting – April 23, 2027, 10 a.m.
